City Council Regular Meeting Minutes

A regular meeting of the Lenox City Council was called to order by Mayor Douglas on August 10, 2026 at 5:30 p.m. at City Hall with the following council members answering roll call: Peterson, Huffman, Tull, Hodges and Beck. Staff present was City Administrator, Allison Kitzman and City Clerk, Dawne Bowman. Visitors at the meeting were Colleen Larimer and Deputy Peterson.
Peterson made a motion to approve the agenda, seconded by Hodges, all ayes, motion carried.
Beck made a motion to approve 7/27/26 regular meeting minutes, seconded by Tull, all ayes, motion carried. Tull made a motion to approve payment of the bills, seconded by Hodges, all ayes, motion carried. Peterson made a motion to approve July 2026 Clerk Treasurer Report, seconded by Beck, all ayes, motion carried.
Kitzman received 5 quotes for the Community Center Roof with options of shingles, metal roofing and stone coated metal roofing. American Dream for shingles and labor in the amount of $43,650.00, AW Metal for metal roofing material only in the amount of $22,984.60- we would have to hire someone to install, and Roof Solutions offered 3 options: Cottage Shake Stone Coated Metal Roof in the amount of $69,842.00, Owens Corning Class 4 Asphalt Shingles in the amount of $35,588.00 and Owens Corning Class 3 Asphalt Shingles in the amount of $30,516.00. Beck discussed that she like the stone coated metal roofing option as we shouldn't have to replace it for many years. Kitzman expressed concern on the price of that option as the city would have to use the General Reserve Money Market account plus use the General Fund to pay for it and the City has multiple other buildings that require repairs and upkeep. Peterson stated that he liked the option of the Owens Corning Class 3 Asphalt shingles as it is the cheapest option but still is a quality product against wind/hail. Peterson made a motion to approve quote from Roof Solutions, to install Owens Corning Shingles in the amount of $30,516.00, seconded by Beck, all ayes, motion carried.
Hodges made a motion to approve Resolution 26-29 Contracts and Bonds for Lenox Pool Improvements, seconded by Tull, all ayes, motion carried.
Tull made a motion to approve Amendment to ACH Agreement with ISSB, seconded by Peterson, all ayes, motion carried. This is to increase the daily limit due to Direct Deposit Payroll.
There was a discussion on the Scooter Ordinance. Kitzman provided information from other cities regarding penalties for violating the ordinance. Mayor stated having stiff penalties to go with our ordinance. There was talk of impounding scooters. Deputy Peterson stated he was unlikely to impound a scooter, due to violation of rights. It was discussed to provide a safety class or some type of education at the school for kids and the scooters. It was discussed to have a $100 fine for violators. Kitzman will make some changes to the ordinance and talk with the City Attorney. This will be on the next agenda.
Beck made a motion to approve Resolution 26-30 Transfer from Fire Department CD to General Fund in the amount of $36,023.78, seconded by Hodges, all ayes, motion carried. These funds will go towards a new fire truck.
Tull made a motion to approve Re-appointment of Pam England to the Low Rent Housing Board for term of 1 year, expiring September 2027, seconded by Peterson, all ayes, motion carried.
Hodges made a motion approve Special Even Permit for Summerfest on August 29, 2026, seconded by Beck, all ayes, motion carried.
Tull approve Temporary Alcohol Transfer for Twisted Stalk with Outdoor Service, seconded by Beck, all ayes, motion carried. This is for Summerfest beer garden and street dance.
Hodges approved Twisted Stalk Class C Alcohol License Renewal, seconded by Huffman, all ayes, motion carried.
Tull motioned to adjourn the meeting, Peterson seconded, all ayes, motion carried. Meeting adjourned at 6:30 PM.
