CITY OF LENOX

A regular meeting of the Lenox City Council was called to order by Mayor Douglas on September 22, 2025 at 5:30 p.m. at City Hall with the following council members answering roll call: Huffman, Hodges, Tull and Cruz; Peterson was absent. Staff present was City Clerk, Dawne Bowman and City Administrator, Allison Kitzman. Visitors at the meeting were Colleen Larimer, Jacob Weaver and Melonie Pratt.

Hodges made a motion to approve the agenda, seconded by Tull, all ayes, motion carried. Tull made a motion to approve 9/08/25 regular meeting minutes, seconded by Cruz, all ayes, motion carried. Hodges made a motion to approve payment of the bills, seconded by Tull, all ayes, motion carried.

At 5:30PM Tull made a motion to open the Public Hearing on Proposed Plans and Specifications, Form of Contract and Estimate of Cost for the Walking Trail Improvements- Lenox, Iowa 2025, seconded by Cruz. There were no comments heard from the public. Hodges made a motion to close the Public Hearing at 5:35PM, seconded by Tull, all ayes, motion carried.

Hodges made a motion to approve Resolution 25- 39 Approving Plans, Specifications, Form of Contract and Estimate of Cost for Walking Trail Improvements- Lenox, Iowa 2025, seconded by Tull, all ayes, motion carried.

Kitzman presented the council with the Construction Bids- Bid Tab Sheet for the Walking Trail. Will Fargo with Garden & Associates was present to discuss the Engineer's cost estimate of $282,635 for the project. There were 7 bids with the lowest bid being Caliber Concrete, LLC in the amount of $204,829.44. Fargo added that he has worked with Caliber Concrete in the past and they are good about getting on the job and getting it finished. The deadline for the project is June 2026.

Tull made a motion to approve Resolution 25- 40 Making Award and Contract for the Walking Trail Improvements- Lenox, Iowa 2025 to Caliber Concrete, LLC in the amount of $204,829.44 seconded by Hodges, all ayes, motion carried.

Tull made a motion to approve Resolution 25- 41 Authorizing and Approving a Certain Loan Agreement, Providing for the Issuance of $250,000 General Obligation Corporate Purpose Note, Series 2025 and Providing for the Levy of Taxes to Pay the Same, seconded by Hodges, all ayes, motion carried.

Hodges made a motion to approve Mike Bowman to the Board of Adjustments for term of 5 years, expiring 9/2030, seconded by Cruz, all ayes, motion carried.

Tull made a motion to approve Resolution 25- 42 Adopting Lenox Three Lake Municipal Golf Course Rules and Regulations, seconded by Hodges, all ayes, motion carried.

Tull made a motion to approve Resolution 25- 43 Establishing Rates for the Lenox Three Lake Municipal Golf Course, seconded by Cruz, all ayes, motion carried.

Tull motioned to adjourn the meeting, Hodges seconded, all ayes, motion carried. Meeting adjourned at 5:50 PM.
