CITY COUNCIL REGULAR MEETING MINUTES

October 27, 2025 · 5:30 p.m. · City Hall

A regular meeting of the Lenox City Council was called to order by Mayor Douglas on October 27, 2025 at 5:30 p.m. at City Hall with the following council members answering roll call: Peterson, Huffman, Hodges and Cruz; Tull was absent. Staff present was City Administrator, Allison Kitzman and City Clerk, Dawne Bowman. Visitors at the meeting were Colleen Larimer, Ava Kennan, Monserret Perez, Matt Gardner, Maureen Shanberger, Al Enright and City Attorney, Matt Hanson.

Hodges made a motion to approve the agenda, seconded by Cruz, all ayes, motion carried. Hodges made a motion to approve 10/13/25 regular meeting minutes, seconded by Cruz, all ayes, motion carried. Cruz made a motion to approve payment of the bills, seconded by Peterson, all ayes, motion carried.

A discussion was held on North Fairview Cemetery. Matt Gardner, Trust Attorney, spoke on behalf of the Barbara Coulter Trust advising the council that there is approximately $3.8 million to be used for maintenance, repairs and beautification at the North Fairview Cemetery, with the most important being to pave the entrance and roads inside the cemetery. City Attorney, Hanson entered the meeting at 5:35 PM. Gardner added this is a 25- year project and would like to start distributing these funds in 2026. Maureen Shanberger is the Trustee Treasurer and Al Enright is the Director of the Trust, also in charge of the maintenance projects. Hanson discussed the possibility of selecting an Advisory Board for the cemetery, to make recommendations to the council, as there is currently not a Cemetery Board. The Mayor is concerned with the lack of interests in getting people to serve on boards. It was decided that Kitzman will be the contact person for the projects with the council as the final authority on projects. Also discussed was engineering for any projects. Hanson advised the council to come up with a long- term plan for the cemetery and the funds and the possibility of finding a cemetery engineering firm that specializes in cemeteries.

Peterson made a motion to approve Lenox Market Class E Retail Alcohol license, seconded by Hodges, all ayes, motion carried.

Peterson made a motion to approve Temporary Credit Card Limit Increase for Lenox Neighborhood Center from $1,200 to $4,000 until December 20, 2025, seconded by Cruz, all ayes, motion carried.

Peterson made a motion to approve Trunk or Treat Special Event Permit Application for October 31, 2025 from 5- 6PM, seconded by Hodges, all ayes, motion carried.

Hodges made a motion to approve Beggar's Night for October 31, 2025 from 5- 8PM, seconded by Peterson, all ayes, motion carried.

Kitzman discussed FY25 Annual Exam results, with 1 finding being Segregation of Duties.

Hodes motioned to adjourn the meeting, Peterson seconded, all ayes, motion carried. Meeting adjourned at 6:10 PM.
