CITY COUNCIL REGULAR MEETING MINUTES
November 24, 2025 - 5:30 p.m. - City Hall
A regular meeting of the Lenox City Council was called to order by Mayor Douglas on November 24, 2025 at 5:30 p.m. at City Hall with the following council members answering roll call: Peterson, Huffman, Tull, Hodges and Cruz. Staff present was City Administrator, Allison Kitzman and City Clerk, Dawne Bowman. Visitors at the meeting were Colleen Larimer, Jamarcus Brown and Connor Jackson.
Cruz made a motion to approve the agenda, seconded by Tull, all ayes, motion carried. Peterson made a motion to approve 11/10/25 regular meeting minutes, seconded by Huffman, all ayes, motion carried. Tull made a motion to approve payment of the bills, seconded by Peterson, all ayes, motion carried. Hodges entered the meeting.
Tull made a motion to approve Resolution 25- 45 Lenox Municipal Utilities Budget for Calendar Year Ending December 31, 2026, seconded by Huffman, all ayes, motion carried.
Kitzman discussed our ongoing City Code project with the Simmering Cory/owa Codification. This is a complete code update that was previously approved by the council. Kitzman explained that most changes will be brought in front of the council, broken up by certain chapters at each meeting. Chapters that were discussed at this meeting include: Chapter 56- Dangerous and Vicious Animals was brought back to council for review after removing specific breeds and focusing more on how an animal should behave. There was a discussion on "repeat offenders" and the fines that could be imposed. Chapter 124- Mobile Food Vendors- which is a new code that would be added. Some items in this chapter would include a license fee set by the Council, must be on private nonresidential property and must have owner consent to be on private property, mobile food vendors cannot be within 100 ft of existing restaurants and can only operate between the hours of 7AM- 10:30PM if the mobile food truck is parked within three hundred feet of a residential use or residentially owned property. These rules do not apply to any mobile food vendor that is part of an approved Special Events Permit. Chapter 65- Electric Scooters and Motorized Bicycles- which is another new code. This code states that electric scooters are allowed on town streets and multi- use trails, they are not allowed on Main Street, Van Buren Street and Brooks street unless it is to cross, kids ages 6- 9 must be accompanied by an adult, having only 1 person on the scooter or e- bike. They also must be ridden on the street, rather than the sidewalks and should obey all traffic laws. Electric scooters and E- bikes must have lights on them, brakes, a 5 ft flag and only operated from sunrise to sunset. New Chapter 43 Lenox Three Lakes Campground- which is currently controlled by the Lenox Municipal Board of Trustees. This code gives the Board of Trustees the power to set the rules and fees with council approval. There was also discussion on changing the speed limit on Lakeview Road from Lakeshore to Utah Avenue to 15 miles per hour. There was discussion of making that road a dead end, by closing the east end with no entrance from Utah Avenue. The council decided to try changing the speed limit to slow down some traffic before making the road a dead- end road. There was a discussion on enforcement for the ordinances.
Tull motioned to adjourn the meeting, Hodges seconded, all ayes, motion carried. Meeting adjourned at 6:13 PM.
