CITY COUNCIL REGULAR MEETING MINUTES

August 25, 2025 - 5:30 p.m. - City Hall

A regular meeting of the Lenox City Council was called to order by Mayor Douglas on August 25, 2025 at 5:30 p.m. at City Hall with the following council members answering roll call: Huffman, Peterson, Hodges, Tull and Cruz. Staff present was City Clerk, Dawne Bowman and City Administrator, Allison Kitzman, with visitor, Colleen Larimer.

Tull made a motion to approve the agenda, seconded by Hodges, all ayes, motion carried. Peterson made a motion to approve 8/11/25 regular meeting minutes, seconded by Cruz, all ayes, motion carried. Tull made a motion to approve payment of the bills, seconded by Hodges, all ayes, motion carried.

Kitzman presented the council with Final Plans and Specifications for Walking Trail Improvements- Lenox, IA 2025. These are the same plans that were approved in a previous meeting, there have been no changes.

Hodges made a motion to approve Resolution 25- 37 Authorizing Bid Letting and Setting Public Hearing for 9/22/25 at 5:30PM for Walking Trail Improvements- Lenox, IA 2025, seconded by Peterson, all ayes, motion carried. The bids for the project will be due to City Hall by 9/17/25 at 2PM.

Kitzman discussed Storm Water Easement on Peterson Property and Pond Construction/Maintenance Agreement and Authorizing Mayor and City Clerk to Sign Documents. There is currently an easement on lot #2 and lot #5 that is owned by Tyler and Maggie Peterson. After reviewing the storm sewer line, the city could not determine whether the line was located on lot #5 or lot #6 without a survey done. It was decided by the Petersons and the City that we would amend the easement agreement to include lot #6. Along with this, Petersons are requesting to build a pond over the easement area and have the storm sewer line discharge into the pond. The construction and maintenance agreement states that the City is not responsible for anything pertaining to the pond but we will still maintain our easement to access our storm sewer line. Tull made a motion to approve Storm Water Easement on Peterson Property and Pond Construction/Maintenance Agreement, Authorizing Mayor and City Clerk to Sign Documents, seconded by Hodges. Roll call votes- all ayes, Peterson abstained, motion carried.

Hodges made a motion to approve Jacqi Reed to Library Board to fill unexpired term ending 7/2026, seconded by Peterson, all ayes, motion carried.

Tull made a motion to approve Resolution 25- 38 Street Finance Report FY25, seconded by Hodges, all ayes, motion carried.

Peterson made a motion to approve Twisted Stalk Class C Retail Alcohol License with Outdoor Service, seconded by Hodges, all ayes, motion carried.

Tull motioned to adjourn the meeting, Hodges seconded, all ayes, motion carried. Meeting adjourned at 5:47 PM.
