CITY COUNCIL REGULAR MEETING MINUTES

April 28, 2025 - 5:30 p.m. - City Hall

A regular meeting of the Lenox City Council was called to order by Mayor Douglas on April 28, 2025 at 5:30 p.m. at City Hall with the following council members answering roll call: Peterson, Huffman, Tull, Hodges and Cruz. Staff present was City Clerk, Dawne Bowman and City Administrator, Allison Kitzman. Visitors were Colleen Larimer and Cindy Cox.

Tull made a motion to approve the agenda, seconded by Hodges, all ayes, motion carried. Huffman made a motion to approve 4/14/25 regular meeting minutes, seconded by Cruz, all ayes, motion carried. Hodges made a motion to approve payment of the bills, seconded by Huffman, all ayes, motion carried.

Tull made a motion to approve Resolution 25- 20 Certificate of Deposit Investments at ISSB, seconded by Peterson, all ayes, motion carried. This is for 5 CD's: Housing Rehab, Equipment Replacement, General Reserve, Hwy 49 and Main Street Development.

Tull made a motion to approve $25,000 Cafe Sign Payment for Catalyst Project, seconded by Hodges, all ayes, motion carried. Kitzman added the IEDA has signed off on the project and it is now complete.

Kitzman discussed hiring Pool Managers, as there were 3 applicants. Angela Zapata, Emilie Robinson and Ava Junker. All applicants have been a lifeguard in previous seasons. Robinson and Junker would like to co- manage together. We have had co- managers for the last several years and it works well for the pool. Tull made a motion to approve Emilie Robinson and Ava Junker as Pool Managers for the 2025 season, seconded by Cruz, all ayes, motion carried.

Cindy Cox was present to discuss the Pool Project, as the Leading Ladies of Lenox have been fundraising through fliers, direct mail and have applied for several grants for the project. To date there has been approximately $80,000 raised, with a project cost of around $334,000. The City had previously approved a $100,000 contribution to the project so the total funds are around $80,000. The city would like to see at least 90% of the funds raised before proceeding with bidding the project. This will be revisited in June to allow time for Public Hearings and bid letting prior to the project beginning.

Kitzman discussed the Quote from Corey Simmering- Iowa Codification to completely revise and update our city codes. The current Code of Ordinance book is dated 2001 and needs a complete revision, as our Zoning Code is very difficult to understand. Peterson made a motion to approve $6,000 Quote from Corey Simmering- Iowa Codification for Complete City Code Modification, seconded by Hodges, all ayes, motion carried.

Hodges made a motion to approve opening the Paint Your Home Project for 2025, seconded by Peterson, all ayes, motion carried. It was decided that there are still enough funds available to accept 4 applications, with the same stipulations as the previous year.

Peterson motioned to adjourn the meeting, Tull seconded, all ayes, motion carried. Meeting adjourned at 6:15 PM.
