CITY COUNCIL REGULAR MEETING MINUTES

October 28, 2024 - 5:30 p.m. - City Hall

A regular meeting of the Lenox City Council was called to order by Mayor Douglas on October 28, 2024 at 5:30 p.m. at City Hall with the following council members answering roll call: Tull, Hodges and Cruz; Peterson and Nelson were absent. Staff present was City Administrator, Allison Kitzman and City Clerk, Dawne Bowman. Visitors were Colleen Larimer, Travis Knox and Jo Adams.

Hodges made a motion to approve the agenda, seconded by Tull, all ayes, motion carried. Tull made a motion to approve 10/14/24 meeting minutes, seconded by Cruz, all ayes, motion carried. Hodges made a motion to approve payment of the bills, seconded by Tull, all ayes, motion carried.

There was a discussion on city owned property located at 205 South Walnut. Kitzman explained to the council that the process of determining a minimum bid and holding another public hearing will need to take place, since there were no bids previously.

At 5:34PM, Jo Adams entered the meeting.

Hodges discussed concern of not selling the property, then the city will just keep incurring costs for upkeep on the lot. After much discussion, it was decided to have a minimum bid of $2,500. Hodges made a motion to approve Resolution 24- 44 Setting Public Hearing Regarding Sale of City Owned Property Located at 205 South Walnut, seconded by Tull, all ayes, motion carried. The Public Hearing will be held on November 25, 2024 at 5:30 PM, with sealed bids due by 4:00 PM on that day.

Jo Adams was present to discuss Phase 3 of the Walking Trail project, which will connect on Locust Street and continue out to the golf course. Adams mentioned that they are short approximately $160,000. Kitzman stated that the City had previously approved $10,000 per phase; however, there are LOST funds that could be used on this project. Kitzman also offered to meet with the Finance Committee to discuss the funds available, as there are allocated funds already budgeted. Adams stated that Lenox has great donors and are very generous. It was decided that the Finance Committee will meet and this will be on the next agenda.

Tull made a motion to approve Special Event Permit for Lenox Chamber for Halloween Trunk or Treat, seconded by Cruz, all ayes, motion carried.

Kitzman discussed Easement with ITC, as there is a minor change in the area of the tennis court. The council is fine with the change.

Hodges made a motion to approve Annual Urban Renewal Report, seconded by Tull, all ayes, motion carried. Kitzman mentioned this reports our urban renewal areas in Lenox, which are Dalton Ag, PPI and the old trailer park. This report outlines our TIF revenues generated for each area as well as our rebate amounts and internal loan payments.

Tull made a motion to approve hiring Jannica Bradley to Lenox Neighborhood Center, seconded by Cruz, all ayes, motion carried.

Hodges made a motion to approve Resolution 24- 45 Employee Wage for Jannica Bradley at $12.00 per hour, seconded by Tull, all ayes, motion carried.

Tull motioned to adjourn the meeting, Hodges seconded, all ayes, motion carried. Meeting adjourned at 6:10 PM.
