CITY OF LENOX

A special meeting of the Lenox City Council was called to order by Mayor Douglas on July 18, 2022 at 5 p.m. at City Hall with the following council members answering roll call: Bowman, Nelson, Tull and Zabel; Cruz was absent. Staff present was City Administrator, Allison Kitzman and City Clerk, Dawne Bowman. Other visitors were Clint Spurrier, Ron Fitzgerald, Doug Horton, Bethany Murphy, Tysen Christensen, Jake Tripp, Landon Maynes and Josh Reed.

Tull made a motion to approve the agenda, seconded by Bowman, all ayes, motion carried.

There was a discussion held with Taylor County Board of Supervisors, Doug Horton and Ron Fitzgerald, County Auditor, Bethany Murphy and County Attorney, Clint Spurrier regarding the TIF Agreement for Agrivision. Kitzman stated there are 2 scenarios for this: #1 if this business is moved outside city limits, Taylor County should administer the TIF and #2 if this business remains inside city limits or is annexed in, City of Lenox should administer the TIF. It was agreed by everyone that no matter who administers the TIF, each party is interested in a TIF rebate agreement as an incentive for Agrivision. Spurrier mentioned that annexation is a conversation that should happen upfront so each entity has a better understanding of what is required of them for the TIF project. Kitzman added that the County would need to complete a TIF proposal that would need to be completed and to her by Thursday, July 21st so that it could be sent on to Agrivision, in the scenario that the County administers the TIF. The County TIF proposal would only need to include the percentage of rebate and for how many years. Kitzman will work with the City of Lenox council to complete a TIF rebate proposal if the city is the one administering the TIF. Murphy stated she has contacted other counties for information. Mayor Douglas explained to Murphy that Kitzman is knowledgeable in dealing with TIF and would answer any questions she had. Christensen stated there are a lot of positives in the community and in the county with this project and it's a great opportunity for growth. Kitzman added the proposals will be approved on the regular council meeting on July 25, 2022.

Tull motioned to adjourn the meeting, Nelson seconded, all ayes, motion carried. Meeting adjourned at 5:28 P.M.
