CITY OF LENOX

A regular meeting of the Lenox City Council was called to order by Mayor Douglas on May 9, 2022 at 5:30 p.m. at City Hall with the following council members answering roll call: Bowman, Tull and Zabel; Cruz and Nelson were absent. Staff present was City Administrator, Allison Kitzman and City Clerk, Dawne Bowman. Colleen Larimer, Carole Borland and Jeanine Lynam were also present.

Bowman made a motion to approve the agenda, seconded by Tull, all ayes, motion carried. Tull made a motion to approve 04/25/22 meeting minutes, seconded by Zabel, all ayes, motion carried. Zabel made a motion to approve the payment of bills, seconded by Tull, all ayes, motion carried. Zabel made a motion to approve April 2022 Clerk Treasurer Report, seconded by Bowman, all ayes, motion carried.

Carole Borland and Jeanine Lynam were present to discuss traffic control on East Temple Street. Borland mentioned there is a lot of fast traffic on that street and with the amount of kids utilizing the tennis courts, it has become a dangerous situation. Borland suggested speed bumps, as the stop signs at Temple and Oak have been removed in years past. Bowman stated he would prefer to talk with Public Works before placing speed bumps on a street. Kitzman mentioned concern of snow removal with speed bumps; however, Borland added that Wisconsin has speed bumps on their streets and they get more snow than we do, and they are able to do snow removal. Kitzman mentioned speed limit signs that also display the speed that you are traveling, as most vehicles would go around speed bumps or manipulate them however they could. Zabel mentioned the issue could be an enforcement issue. Lynam also mentioned vehicles racing through their alley as well. Mayor suggested getting license plate information and contacting the Sheriff's Dept. This will be on the next agenda.

Kitzman discussed Phase 2 of the Walking Trail Project will be happening with Phase 1, as they have received the Wellmark Grant for $100,000.00. Phase 2 would continue the walking trail from the rodeo grounds to Van Buren Street, as Phase 1 takes the trail to the tennis courts. The council had previously approved the agreement for Phase 1. Tull made a motion to approve Professional Services Agreement with Garden and Associates for Walking Trail Phase 2 in the amount of $21,500.00, seconded by Bowman, all ayes, motion carried.

Zabel made a motion to approve Resolution 22- 27 Payment to Lenox Development Corporation in the amount of $1,014.40, seconded by Tull, all ayes, motion carried. Kitzman mentioned this is a pay request due to a lot being sold, then refunded.

Kitzman discussed the old block building at the lagoon that has recently suffered weather related damage to the roof and is no longer functional. Kitzman stated the building was not being used prior to the storm damage, as it was in poor condition and needs taken down or replaced. Kitzman proposed a 16' x 24' steel building to replace that building that would sit on the same concrete slab. This building would house the small tractor and other small machinery to free up space in other buildings; however, the quote given was only good for 1 day, due to the rising prices in steel. Kitzman mentioned the insurance claim would be approximately $2,000.00. Zabel made a motion to approve the purchase of 16' x 24' steel building not to exceed $16,500.00, seconded by Bowman, all ayes, motion carried.

There was a discussion on lifeguard applicants. Kitzman stated there was 1 applicant for the Manager position and 9 guard applications, which is not a lot, as 5 of them will play softball. Kitzman had a conversation with Jaela Cox regarding the Manager position, in which Cox mentioned she is a dedicated, seasoned employee and would like to receive $13.00 per hour, also mentioning that she would be leaving a higher paid job to do this. Zabel made a motion to approve hiring Jaela Cox for Pool Manager at $13.00 per hour, seconded by Tull, all ayes, motion carried.

Tull motioned to adjourn the meeting, Zabel seconded, all ayes, motion carried. Meeting adjourned at 6:10 P.M.
