CITY OF LENOX

A regular meeting of the Lenox City Council was called to order by Mayor Douglas on March 14, 2022 at 5:30 p.m. at City Hall with the following council members answering roll call: Bowman, Nelson, Tull, Zabel; Cruz was absent. Staff present was City Administrator, Allison Kitzman, City Clerk, Dawne Bowman; Colleen Larimer was also present.

Bowman made a motion to approve the agenda, seconded by Tull, all ayes, motion carried. Nelson made a motion to approve 02/28/22 meeting minutes, seconded by Bowman, all ayes, motion carried. Tull made a motion to approve the payment of bills, seconded by Nelson, all ayes, motion carried. Zabel made a motion to approve February 2022 Clerk Treasurer Report, seconded by Tull, all ayes, motion carried.

At 5:30 PM, Bowman opened a Public Hearing on Proposal Plans, Specifications, Form of Contract, ad Estimate of Cost for the 2022 Street Improvement project, seconded by Nelson. There were no comments heard from the public. Bowman closed the Public Hearing at 5:31 PM, seconded by Tull.

Bowman made a motion to approve Resolution 22- 13 for Proposed Plan, Specifications, Form of Contract, and Estimate of Cost for the 2022 Street Improvement project, seconded by Tull, all ayes, motion carried.

Kitzman discussed the construction bids for the 2022 Street Improvement project. There were 2 bids; however, 1 bid was disqualified due to improper bid bond. Blacktop Services was the lowest bid at $387,464.90, which was approximately $11,000 under the engineers estimate. Kitzman added that we are hoping to add the intersection back in that was originally taken out due to costs.

Nelson made a motion to approve Resolution 22- 14 Making Award of Contract for 2022 Street Improvement project to Blacktop Services in the amount of $387,464.90, seconded by Bowman, all ayes, motion carried.

Zabel made a motion to approve Resolution 22- 15 Regarding Investment Funds at PCSB, seconded by Tull, all ayes, motion carried. Kitzman stated these are 2 CD's that will be rolled over for another 12 months.

Zabel made a motion to approve Ramsey's Market Liquor Class E Liquor License with Wine Permit and Sunday Sales, seconded by Nelson, all ayes, motion carried.

Kitzman discussed the employee sharing agreement with Lenox School and LMU. This is the agreement that was discussed at the last meeting in which the council agreed to continue with the agreement and the City only being reimbursed for what the school brings in. Tull made a motion to approve Sharing Agreement with Lenox Community School District and Lenox Municipal Utilities for a Public Works/Operations/Maintenance Shared Employee, seconded by Nelson, all ayes, motion carried.

Kitzman discussed the renewal of employee health insurance, as there was an 8.52% increase in the health insurance and a 2% increase in dental benefits.

At 5:45 PM, Bowman opened a Public Hearing for FY23 Budget, seconded by Tull. There were no comments heard from the public. At 5:46 PM, Bowman motioned to close the Public Hearing, seconded by Tull, all ayes, motion carried.

Zabel made a motion to approve renewal plan with Wellmark, seconded by Tull, all ayes, motion carried.

Nelson made a motion to approve Delta Dental renewal, seconded by Tull, all ayes, motion carried.

Bowman made a motion to approve Resolution 22- 16 Adopting FY23 Budget and Certification of City Taxes, seconded by Nelson, all ayes, motion carried.

Kitzman discussed the 1 bid that was received for City Park Mowing/Spraying from Lincoln's Lawn Care.

Tull made a motion to approve City Park Mowing/Spraying bid from Lincoln's Lawn Care in the amount of $125 per mowing, $185 for Spring spraying and $185 for Fall spraying for a term of 3 years, seconded by Bowman, all ayes, motion carried.

Zabel motioned to adjourn the meeting, Nelson seconded, all ayes, motion carried. Meeting adjourned at 6:02 P.M.
