CITY COUNCIL REGULAR MEETING MINUTES

July 26, 2021 - 5:30 p.m. - City Hall

A regular meeting of the Lenox City Council was called to order by Mayor Douglas on July 26, 2021 at 5:30 p.m. at City Hall with the following council members answering roll call: Bowman, Cruz and Zabel; Brown and Tull were absent. Staff present was City Clerk, Dawne Bowman and City Administrator, Allison Kitzman. Shari Burger and Colleen Larimer were also present.

Bowman made a motion to approve the agenda, seconded by Cruz, all ayes, motion carried. Zabel made a motion to approve 07/12/21 meeting minutes, seconded by Cruz, all ayes, motion carried. Zabel made a motion to approve the payment of bills, seconded by Bowman, all ayes, motion carried.

Deputy Pafford entered the meeting at 5:35PM.

Kitzman discussed library repairs following a meeting with the contractor. It was decided that Quentin Dalton would remove the wiring and lights in current drop- down ceiling. The drywall will also be finished, but not painted. The library board can decide who will paint it, whether it be volunteers or they can hire someone. The library will also utilize their special funds for new signage on the building. The paint on the original ceiling will also not be part of this project and Kitzman asked the library to use special funds to take care of the original ceiling. Kitzman also mentioned the roof is not in good shape and will need to be done in the near future.

Shari Burger presented the Council with information on the 2021 Annual Library review.

Bowman made a motion to approve Pay Application #2 to Building Crafts for Lenox Library Exterior Project in the amount of $65,441.70, seconded by Cruz, all ayes, motion carried. This is for the work that has been completed thus far on the library.

Zabel made a motion to approve Change Order PR - 002 Interior Drywall for Lenox Library Exterior Project in the amount of $10,085, seconded by Cruz, all ayes, motion carried. This is for the portion of the library that was damaged prior to the renovations and drywall ing around all the windows. Kitzman stated that she will be getting a total for all the repairs from the crash site incident to the insurance company when completed.

Bowman approved Change Order PR - 003 Tuckpointing for Lenox Library Exterior Project in the amount of $6,210, seconded by Zabel, all ayes, motion carried. This is for tuckpointing the west side of the building prior to painting the wall.

Zabel made a motion to approve PR - 004 Ceiling Removal for Lenox Library Exterior Project as a credit of $2,339, seconded by Cruz, all ayes, motion carried. Since it was approved to remove the drop ceilings, we no longer need to build bulkheads around the windows so the City is receiving a credit for that work.

Kitzman discussed funds for the pocket park from the Iowa Economic Development Authority, as there were grant funds that were not received by other cities due to incomplete projects; therefore, these funds were allocated to other cities with qualified projects. Bowman made a motion to approve Iowa Economic Development Authority Draw #2 for Pocket Park project in the amount of $1,381, seconded by Zabel, all ayes, motion carried.

Kitzman discussed the housekeeping position, as we received only 1 applicant. The Council agreed that we need this position filled and to move forward with hiring the applicant. A resolution with the hire and wage will be on the next agenda.

Zabel made a motion to approve Resolution 21- 31 Authorizing Placement of Handicap Parking Sign at 106 West Ohio between Ace Hardware and Ramsey's Market, seconded by Cruz, all ayes, motion carried.

Bowman approved Iowa Economic Development Authority Catalyst Grant Draw #2 for Ramsey's Market in the amount of $40,000, seconded by Zabel, all ayes, motion carried. This is for the completion of the rural grocery delivery system.
