CITY OF LENOX

A regular meeting of the Lenox City Council was called to order by Mayor Douglas on November 9, 2020 at 5:30 p.m. at City Hall with the following council members answering roll call: Bowman, Tull, Zabel, Cruz; Brown was absent. Staff present was City Administrator, Allison Kitzman and City Clerk, Dawne Bowman. Colleen Larimer, Bonnie Ramsey and Deputy Pafford were present.

Bowman made a motion to approve the agenda, seconded by Cruz, all ayes, motion carried. Tull made a motion to approve 10/26/20 meeting minutes, seconded by Zabel, all ayes, motion carried. Tull made a motion to approve the payment of the bills, seconded by Cruz, all ayes, motion carried. Bowman made a motion to approve October 2020 Clerk Treasurer Report, seconded by Cruz, all ayes, motion carried.

Kitzman discussed angle parking in front of Ramsey's Market. The council approved angle parking in front of Ace Hardware last year. Bonnie Ramsey was present to get permission to put angle parking in front of Ramsey's Market. Zabel discussed the City right of way and losing that space if this was allowed. Ramsey stated that this parking would line up with the angle parking in front of former POI building. There was a discussion regarding snow removal, as that was an agreement with Dr. McNeely when angle parking was done in front of that business, taking up the City right of way. Ramsey mentioned this parking would benefit workers, customers and handicap people. They would be removing a portion of the pergola and have contacted LMU to remove a utility pole. Zabel also discussed the angle parking at the Christian Church and does not want the same issue with poor visibility due to the angle parking. It was decided that the council should look at the area prior to the next meeting and make sure there is proper space for the angle parking. This will be on the next agenda.

Kitzman discussed the exam report from Gronewold, Bell, Kyhn & Co. The only finding in the exam was Segregation of Duties, which is common in most small towns, due to the limited number of office staff.

At 5:45 PM Bowman made a motion to open the Public Hearing to Enter into a General Obligation Library Improvement Loan Agreement not to exceed $350,000, seconded by Cruz. There were no comments heard from the public. At 5:45 PM Bowman closed the Public Hearing, seconded by Tull, motion carried.

Bowman made a motion to approve Resolution 20- 46 Expressing interest to enter into a General Obligation Improvement Loan Agreement not to exceed $350,000, seconded by Tull. Roll call votes, all ayes, Zabel- nay, motion carried.

Deputy Pafford was present to discuss the Sheriff's Department. As the Snow Ordinance was published in October, there will be parking tickets issued to violators while the streets are being cleaned. STEP week is also starting, so the Sheriff's Department will be out looking for speed violations, seat belt violations and technology violations. There have been complaints on school traffic, so they are working to get that maintained. Pafford also discussed a vacancy in the department, as this also affects the contract with the City of Lenox and Taylor County Sheriff's Department, as the contracts states that there will be 2 deputies residing in the city limits of Lenox, and currently there is only one officer living in Lenox. Pafford mentioned that testing will be done this weekend; however, the spot may still be vacant after the testing. There was a discussion on coverage in town and being visible to the public. The discussion ended and Kitzman will be following up with Josh Weed regarding the contract.

Tull moved to adjourn the meeting, Cruz seconded, all ayes, motion carried. Meeting adjourned at 6:10 P.M.
