CITY COUNCIL REGULAR MEETING MINUTES

October 12, 2020 · 5:30 p.m. · City Hall

A regular meeting of the Lenox City Council was called to order by Mayor Douglas on October 12, 2020 at 5:30 p.m. at City Hall with the following council members answering roll call: Bowman, Brown, Tull, Zabel and Cruz. Staff present was City Administrator, Allison Kitzman and City Clerk, Dawne Bowman. Colleen Larimer and Erin Allen with SAM, L.L.C. were present.

Brown made a motion to approve the agenda, seconded by Tull, all ayes, motion carried. Brown made a motion to approve 09/28/20 meeting minutes, seconded by Bowman, all ayes, motion carried. Zabel made a motion to approve the payment of the bills, seconded by Tull, all ayes, motion carried. Zabel made a motion to approve September 2020 Clerk Treasurer Report, seconded by Brown, all ayes, motion carried.

Erin Allen with Sam, LLC, formerly Midland GIS presented the council with information regarding GIS Mapping and how their services would benefit the City of Lenox. This is a mapping system that shows sanitary sewer lines, gas lines, electrical lines, water lines, manholes, etc., as well as sizes of these lines, the location, any measurements or elevation information.

At 5:45 PM, Bowman made a motion, seconded by Brown to open the Public Hearing on Proposed Plans, Specifications, Form of Contract and Estimate of Cost for the City of Lenox Public Library Exterior Renovation. There were no comments heard from the public. At 5:46 PM Bowman made a motion to close the Public Hearing, seconded by Brown, motion carried.

The discussion on GIS Mapping continued with Kitzman explaining that she has been working with Jeff Tull at LMU and Public Works, Blake Horton for over a year on this and had quotes from other companies and had it budgeted for; however, due to the new council, wanted everyone to know exactly what it was before approving the contract. This would be a shared mapping system with between LMU and the City of Lenox. It was the consensus of the council that with changing employees, this is a great idea to have this electronically. Allen discussed the importance of utilizing this system when doing projects, as many contractors and engineers are familiar with the mapping system. Tull made a motion to approve GIS Mapping contract with Sam, LLC., seconded by Brown, all ayes, motion carried.

Bowman made a motion to approve to approve Resolution 20- 34 Wage Increase for Lisa Tiepelman, seconded by Brown, all ayes, motion carried.

Bowman made a motion to approve Resolution 20- 35 Setting Time and Date of 10/26/20 at 5:45 PM for Public Hearing on Proposal to Enter into an Amended Sewer Revenue Loan and Disbursement Agreement and Borrow Money Thereunder, seconded by Tull, all ayes, motion carried.

Zabel made a motion to Approve ISSB Certificate of Resolution for City Credit Card with limit of $10,000.00, seconded by Cruz, all ayes, motion carried.

Tull made a motion to approve Resolution 20- 36 LDC School Lane Subdivision Final Plat, seconded by Bowman, all ayes, motion carried. Bowman made a motion to approve Resolution 20- 37 Tripp Subdivision Phase 2 Final Plat (lots 5, 6, 7 and 8), seconded by Cruz, all ayes, motion carried.

Bowman made a motion to approve Resolution 20- 32 Approving Plan, Specifications and Form of Contract for the City of Lenox Public Library Exterior Renovations, seconded by Tull. Roll call votes- all ayes, Zabel- nay, motion carried. Zabel added that her vote is based on her original opinion of not wanting to spend this amount of money to fix the library.

Kitzman discussed the 2 bids received for City of Lenox Public Library Exterior Renovations: Grand Contracting in the amount of $288,000 with an alternate bid of installing new basement windows for $21,000 for a total bid of $309,000 and Building Crafts for a bid of $284,000 and an alternate bid of $0 for a total bid of $284,000.

Brown made a motion to approve Resolution 20- 33 Making Award of Contract for Lenox Public Library Exterior Renovations to Building Crafts in the amount of $284,000, seconded by Tull. Roll call votes - all ayes, Zabel - nay, motion carried.

Brown moved to adjourn the meeting, Tull seconded, all ayes, motion carried. Meeting adjourned at 6:25 P.M.
