CITY COUNCIL REGULAR MEETING MINUTES
March 23, 2020 · 5:30 p.m. · City Hall
A regular meeting of the Lenox City Council was called to order by Mayor Douglas on March 23, 2020 at 5:30 p.m. at City Hall with the following council members answering roll call: Brown, Bowman, Zabel and Cruz; Tull was absent. Staff present was City Administrator, Allison Kitzman and City Clerk, Dawne Bowman.
Bowman made a motion to approve the agenda, seconded by Brown, all ayes, motion carried. Brown made a motion to approve 03/24/20 meeting minutes, seconded by Bowman, all ayes, motion carried. Zabel made a motion to approve the payment of the bills, seconded by Brown, all ayes, motion carried.
At 5:30 PM a Public Hearing was held for FY21 Budget. There were comments heard from the public. Bowman made a motion to close the Public Hearing at 5:31 PM, seconded by Brown, all ayes, motion carried.
Brown made a motion to approve Resolution 20- 15 FY21 Budget, seconded by Bowman, all ayes, motion carried.
Bowman approved Class C Liquor license with Sunday Sales for Legion Store pending proper paperwork, seconded by Zabel, all ayes, motion carried.
Brown made a motion to approve Class C Beer permit with Sunday Sales for Ramsey's Market pending proper paperwork, seconded by Zabel, all ayes, motion carried.
Zabel motioned to approve Class E Liquor license with Sunday Sales for Ramsey's Market pending proper paperwork, seconded by Brown, all ayes, motion carried.
Kitzman discussed property insurance renewal. Our current insurance carrier is The Christensen Agency, which covers workman's comp, liability, vehicles and property for the City of Lenox. Kitzman added that The Christensen Agency takes care of everything and is very easy to work with; however, there was an 11% increase. Kitzman mentioned that this automatically renews and she could shop around for better rates in December if the council wishes.
At 5:40 PM a Public Hearing was held for Amendment to the Lenox City Code Chapter 7 Fiscal Management Section 7.05 Operating Budget Preparations. There were no comments heard from the public. Bowman made a motion to close the Public Hearing at 5:42 PM, seconded by Brown, all ayes, motion carried.
Zabel made a motion to approve 1st Reading Ordinance 387 Amending Chapter 7 Fiscal Management Section 7.05 Operating Budget Preparation, seconded by Bowman. Roll call votesall ayes, motion carried.
Kitzman discussed a 10.71% increase in health insurance premiums. Kitzman will look at different options.
At 5:45 PM a Public Hearing was held for Plans, Specifications and Form of Contract for Lenox Golf Course Grade Stabilization Rebid. There were no comments heard from the public. Bowman made a motion to close the Public Hearing, seconded by Brown, all ayes, motion carried.
Bowman made a motion to approve Resolution 20- 16 Approving Plans, Specifications and Form of Contract for Lenox Golf Course Grade Stabilization Rebid, seconded by Brown, all ayes, motion carried.
Kitzman discussed Construction Bids and Letter Recommending Award for Lenox Golf Course Grade Stabilization. Bids were received from Jeff Sickels Dozing, LLC and JNC Construction, LLC.
Zabel made a motion to approve Resolution 20- 17 Making Award of Contract to Jeff Sickels Dozing, LLC in the amount of $52,578.50 for the Golf Course Grade Stabilization project, seconded by Bowman, all ayes, motion carried.
Kitzman discussed Delta Dental insurance premiums. There was a $3.86 increase to each person over 21 years of age; however, there was a $14.34 decrease to each person under the age of 21. Brown made a motion to approve the renewal with Delta Dental, seconded by Zabel, all ayes, motion carried.
Brown moved to adjourn the meeting, Zabel seconded, all ayes, motion carried. Meeting adjourned at 6:05 P.M.
