CITY COUNCIL REGULAR MEETING MINUTES
February 24, 2020 - 5:30 p.m. - City Hall
A regular meeting of the Lenox City Council was called to order by Mayor Douglas on February 24, 2020 at 5:30 p.m. at City Hall with the following council members answering roll call: Brown, Bowman, Tull and Zabel; Custer was absent. Staff present was City Administrator, Allison Kitzman and City Clerk, Dawne Bowman. Other visitors were Colleen Larimer, Rob Cox, Jeff Godwin and Deputy Pafford.
Zabel made a motion to approve the agenda, seconded by Bowman, all ayes, motion carried. Brown made a motion to approve 02/10/20 meeting minutes, seconded by Tull, all ayes, motion carried. Tull made a motion to approve 02/18/20 special meeting minutes, seconded by Brown, all ayes, motion carried. Tull made a motion to approve the payment of the bills, seconded by Brown, all ayes, motion carried. Zabel commented that her opinion on the library from the previous meeting was that she wanted time to get a second opinion on the cost for repairs.
At 5:30 PM, Bowman made a motion to open the Public Hearing for Max Budget Levy, seconded by Brown, motion carried. There were no comments heard from the public. At 5:32 PM, Bowman motioned to close the Public Hearing, seconded by Brown, all ayes, motion carried.
Bowman made a motion to approve Resolution 20- 06 Max Budget Levy, seconded by Brown. Roll call votes- all ayes, motion carried.
Bowman made a motion to approve Resolution 20- 07 Setting Time and Date of March 23, 2020 at 5:30 PM for Public Hearing for FY20- 21 Budget, seconded by Tull, all ayes, motion carried.
Custer entered the meeting.
There was a discussion held on TIF for Dalton Ag. Rob Cox was present to discuss with the council that he is in the process of purchasing the company back and would like a TIF extension. There is currently a TIF agreement with Dalton Ag; however, it expires this year and the City was planning to use those TIF funds for the Trailer Park project. Cox is aware of the Trailer Park project and does not want to hinder that project. Kitzman discussed options for the City, such as renewing the TIF agreement and Dalton Ag receiving a percentage of the funds or all of the funds and the City paying the debt for the Trailer Park project. This will be on the next agenda.
Brown made a motion to approve Resolution 20- 08 Authorizing Payment to the Lenox Development Corporation in the amount of $11,000 seconded by Tull, all ayes, motion carried.
Tull made a motion to approve Resolution 20- 09 Transfer Funds from Gas Utility to TIF in amount of $50,000, seconded by Brown, all ayes, motion carried.
Jeff Godwin was present to discuss the bid letting for the golf course project on March 17, 2020. Custer made a motion to approve Resolution 20- 10 Authorizing Bids for Golf Course Grade Stabilization Rebid, seconded by Bowman, all ayes, motion carried.
Zabel made a motion to approve 2019 John Deere 2500 E- Cut Hybrid mower for the golf course, seconded by Brown, all ayes, motion carried. Kitzman mentioned that this mower will replace the current greens mower.
Brown made a motion to approve Natural Gas Operating Agreement with Clearfield, seconded by Custer, all ayes, motion carried.
Bowman made a motion to approve 28E Agreement for Shared Employee Program, seconded by Brown, all ayes, motion carried.
Brown moved to adjourn the meeting, Custer seconded, all ayes, motion carried. Meeting adjourned at 6:15 P.M.
