City Council Regular Meeting Minutes

April 22, 2019 · 5:30 p.m. · City Hall

A regular meeting of the Lenox City Council was called to order by Mayor Douglas on April 22, 2019 at 5:30 p.m. at City Hall with the following council members answering roll call: Bowman, Ramsey, Vogel, and Borland; Custer was absent. Staff present was City Administrator, Allison Kitzman and City Clerk, Dawne Bowman. Other visitors were Bonnie Ramsey, Jeff Godwin and Colleen Larimer.

Bowman made a motion to approve the agenda, seconded by Borland, all ayes, motion carried.

Borland made a motion to approve 4/8/19 meeting minutes as amended with Resolution 19-11 being amended to Resolution 19-15, seconded by Ramsey, all ayes, motion carried. Vogel made a motion to approve the payment of the bills, seconded by Ramsey, all ayes, motion carried.

Bowman made a motion to approve Pay Application #17 (final) to C.L. Carroll for WWTP in the amount of $10,000, seconded by Ramsey. Jeff Godwin, with Snyder & Associates was present and stated the project is considered complete and running properly.

Ramsey made a motion to approve SRF Draw Request #16 for WWTP in the amount of $17,395.23, seconded by Bowman, all ayes, motion carried.

Borland made a motion to approve CDBG #17 for WWTP in the amount of $6,655, seconded by Ramsey, all ayes, motion carried.

Godwin discussed the storm water easement for the Bioswale project. There is currently a tile line going through private property. The plan could be to hook into that tile line if able, otherwise there will need to be a new tile line installed on that property. Bowman made a motion to approve the easement, seconded by Ramsey, all ayes, motion carried.

Kitzman discussed the SRF sponsored project at the golf course. Godwin discussed a gulley at the golf course that is washing out and exposing the water lines to the irrigation system. The cost of this project is approximately $134,000. Godwin added that there is funding available for this project, as the City could be short on SRF funds. Kitzman will apply for the funding for the project from the Hungry Canyons Grant. Council discussed the timeline of construction at the golf course, due to the golfing season. Kitzman will discuss this project with the Golf Board and would look at October for construction, which would take 2-3 weeks. Bowman made a motion to move forward with the project, seconded by Borland, all ayes, motion carried.

Bonnie Ramsey was present to discuss angle parking in front of Ace Hardware. Ramsey mentioned that this parking would fall in line with POI's angle parking, as the sidewalk would be moved to the north and add approximately 6 parking spaces, with a handicap parking space. The City will not be funding this. An Ordinance will be on the next agenda with the site plans.

Kitzman discussed the Ambulance money market account. There were no reps from the Taylor County ambulance present.

Custer entered the meeting at 6:00 PM.

Kitzman discussed the purchases for the ambulance in 2012, which were paid with City funds and reimbursed from the ambulance money market. Bowman made a motion that no funds are owed to the ambulance, seconded by Custer, all ayes, motion carried.

Custer made a motion to approve Resolution 19-16 Certificate of Deposits Reinvestment, seconded by Ramsey, all ayes, motion carried.

Bowman made a motion to approve Spotlight of the Week from Memorial Day to Labor Day in the amount of $375, seconded by Vogel, all ayes, motion carried.

Custer made a motion to approve May 28, 2019 council meeting date, due to Memorial Day, seconded by Ramsey, all ayes, motion carried.

Ramsey moved to adjourn the meeting, Custer seconded, all ayes, motion carried. Meeting adjourned at 6:20 P.M.
