City Council Regular Meeting Minutes

A regular meeting of the Lenox City Council was called to order by Mayor Douglas on March 25, 2019 at 5:30 p.m. at City Hall with the following council members answering roll call: Bowman, Vogel, Borland and Custer; Ramsey was absent. Staff present was City Administrator, Allison Kitzman and City Clerk, Dawne Bowman. Other visitors were Tyson Brown, Deputy Calfee and Colleen Larimer.
Borland made a motion to approve the agenda, seconded by Custer, all ayes, motion carried.
Vogel made a motion to approve 3/11/19 meeting minutes, seconded by Bowman, all ayes, motion carried. Vogel made a motion to approve the payment of the bills, seconded by Bowman, all ayes, motion carried.
Bowman approved Application for Peddlers, Solicitors and Transient Merchant Permit for Jennifer Parker, seconded by Custer, all ayes, motion carried.
Tyson Brown was present to discuss the Farmer's Market. Brown would like the street blocked off at the east side of the Post Office driveway to Main Street from 8-4 pm beginning June 8, 2019 through September 28, 2019. The Farmer's Market will be held every other Saturday from 10-2 pm. Borland made a motion to approve Special Events Permit for the Farmer's Market, seconded by Bowman, all ayes, motion carried.
Borland made a motion to approve Country Club Manager Agreement with Sweet Side Catering, LLC, seconded by Custer, all ayes, motion carried.
Kitzman discussed the bids received for mowing and spraying the City Park. Lincoln's Lawn Care bid $108 per mowing and $150 per spraying. Samo Lawn Care bid $110 per mowing and $150 per spraying. The council agreed that both have done a good job in the past.
Bowman made a motion to approve Lincoln's Lawn Care for 3 year contract for mowing and spraying at City Park in the amount of $108 per mowing and $150 per spraying, seconded by Vogel, all ayes, motion carried.
Kitzman discussed the bid received from Front 9, LLC for greenskeeper at Three Lake Municipal Golf Course in the amount of $40,000. No other bids were received.
Custer made a motion to approve Front 9, LLC for 3 year Greenskeeper Agreement for Three Lake Municipal Golf Course in the amount of $40,000, seconded by Borland, all ayes, motion carried.
Custer made a motion to approve Public Works/Operations/Maintenance Shared Employee Agreement for with Lenox Community School and Lenox Municipal Utilities, seconded by Bowman, all ayes, motion carried.
Borland made a motion to approve Special Events Permit for the Pony Express Riders of Iowa on April 19, 2019, seconded by Vogel, all ayes, motion carried.
Deputy Calfee discussed his availability on day shift.
Bowman moved to adjourn the meeting, Custer seconded, all ayes, motion carried. Meeting adjourned at 5:50 P.M.
