City Council Regular Meeting Minutes

A regular meeting of the Lenox City Council was called to order by Mayor Douglas on January 28, 2019 at 5:30 p.m. at City Hall with the following council members answering roll call: Bowman, Ramsey, Vogel, Borland and Custer. Staff present was City Clerk, Dawne Bowman. Other visitors were Darrel and Krista Wenzell and Colleen Larimer.

Custer made a motion to approve the agenda, seconded by Bowman, all ayes, motion carried.

Borland made a motion to approve 1/14/18 meeting minutes, seconded by Ramsey, all ayes, motion carried. Vogel made a motion to approve the payment of the bills, seconded by Custer, all ayes, motion carried.

Krista Wenzell with Consortia Consulting was present to discuss the City of Lenox Gas Cost of Service Rate Design Study. Wenzell discussed the revenue requirements, along with rates and capitol expenses for Lenox and Prescott Gas Systems.

Custer made a motion to approve Bart Cline, Nancy Chapman and Jared Mains to the Golf Board for a term of 2 years, ending 2/2021, seconded by Ramsey, all ayes, motion carried.

Bowman made a motion to approve Pay Request #16 to CL Carroll for WWTP in the amount of $124,723.58, seconded by Custer, all ayes, motion carried.

Borland made a motion to approve CDBG Draw Request #16 for WWTP in the amount of $1,042.00, seconded by Ramsey, all ayes, motion carried.

Bowman made a motion to approve SRF Draw Request #15 for WWTP in the amount of $210,754.56, seconded by Borland, all ayes, motion carried.

Custer made a motion to approve Resolution 19-01 Setting Yearly Mileage Reimbursement Rate When a City Employee Utilizes a Personal Vehicle for City Business, seconded by Ramsey, all ayes, motion carried.

Ramsey made a motion to approve 2nd Reading of Ordinance 383 Amending Zoning Regulations to include "City, State or Federal Administrative and Operations Buildings", "Auto Repair Shops" and "Medical Clinics" to other uses permitted. This motion was seconded by Bowman, roll call votes- all ayes, Vogel-nay, motion carried.

Bowman made a motion to approve 2nd Reading of Ordinance 384 Amending Zoning Map, seconded by Borland, roll call votes-all ayes, motion carried.

Custer made a motion to approve 2nd Reading of Ordinance 378 Amending Parking Regulations, seconded by Borland, roll call votes-all ayes, motion carried.

Borland made a motion to waive 3rd Final Reading of Ordinance 378 Amending Parking Regulations, seconded by Custer, roll call votes-all ayes, motion carried.

Bowman made a motion to approve 2nd Reading of Ordinance 379 Amending Outside Parking and Storage of Vehicles, seconded by Ramsey, roll call votes-all ayes, motion carried.

Bowman made a motion to waive 3rd Final Reading of Ordinance 379 Amending Outside Parking and Storage of Vehicles, seconded by Borland, roll call votes-all ayes, motion carried.

Ramsey moved to adjourn the meeting, Custer seconded, all ayes, motion carried. Meeting adjourned at 6:05 P.M.
