City Council Regular Meeting Minutes

A regular meeting of the Lenox City Council was called to order by Mayor Douglas on December 10, 2018 at 5:30 p.m. at City Hall with the following council members answering roll call: Bowman, Ramsey, Vogel, Borland and Custer. Staff present was City Administrator, Allison Kitzman, and City Clerk, Dawne Bowman. Other visitors were Tom Borland, Karen Zabel, Bethany Murphy, Deputy Lynn and Colleen Larimer.
Bowman made a motion to approve the agenda, seconded by Custer, all ayes, motion carried.
Borland made a motion to approve 11/26/18 meeting minutes, seconded by Vogel, all ayes, motion carried. Vogel made a motion to approve the payment of the bills, seconded by Custer, all ayes, motion carried.
Custer made a motion to approve Sweetside Catering Class C liquor license, seconded by Borland, all ayes, motion carried.
Custer made a motion to approve Dollar General Class C liquor license, seconded by Vogel, all ayes, motion carried.
Bowman made a motion to approve Catalyst Grant Draw Request #1 for Bunn Building Renovations in the amount of $60,000, seconded by Ramsey, all ayes, motion carried.
Vogel made a motion to approve invoice #2 to SICOG for administrative fees for WWTP in the amount of $8,790, seconded by Ramsey, all ayes, motion carried.
Borland made a motion to approve Dawne Bowman as authorized representative for Lenox Gas Utility at PEFA (Public Energy Facilities Authority) Member meetings, seconded by Ramsey, all ayes, motion carried.
Borland made a motion to approve Change Oder #3 for WWTP in amount of $14,386, seconded by Ramsey, all ayes, motion carried.
Custer made a motion to approve Pay Request #4 to C.L. Carroll for WWTP in the amount of $41,234.75, seconded by Borland, all ayes, motion carried.
Custer made a motion to approve CDBG Draw Request #15 for WWTP in the amount of $16,789, seconded by Bowman, all ayes, motion carried.
Bowman made a motion to approve SRF Draw Request #14 for WWTP in the amount of $51,458.23, seconded by Vogel, all ayes, motion carried.
Bethany Murphy, Taylor County Auditor was present to discuss the increase in election costs. In the future the City elections will be combined with the Lenox School elections.
At 5:45 PM a Public Hearing was held for Budget Amendment. There were no comments heard from the public and at 5:46 PM, Custer motioned to close the Public Hearing, seconded by Borland.
Borland made a motion to approve Resolution 18-43 Budget Amendment #2, seconded by Custer, all ayes, motion carried.
There was a discussion held on Ordinance 378 Amending Parking Regulations, defining improved surface and RV. There were still questions regarding improved surfaces for vehicles and if it would be allowed to put in a gravel pad for parking. Karen Zabel discussed camper parking and Vogel explained his concern of "temporary" parking. It was decided to put this on the next agenda for a 1st reading.
Ordinance 379 Amending Outside Parking and Storage of Vehicles will be on the next agenda for a 1st reading.
Kitzman discussed the FY18 exam results from Gronewold, Bell, Kyhnn & Co. PC.
Deputy Lynn had nothing to report for the Sheriff's Department.
Ramsey moved to adjourn the meeting, Custer seconded, all ayes, motion carried. Meeting adjourned at 6:20 P.M.
