City Council Regular Meeting Minutes

A regular meeting of the Lenox City Council was called to order by Mayor Douglas on June 25, 2018 at 5:30 p.m. at City Hall with the following council members answering roll call: Ramsey, Custer, Borland and Vogel; Bowman was absent. Staff present was City Administrator, Allison Kitzman. Other visitor was Colleen Larimer.

Custer made a motion to approve the agenda, seconded by Borland, all ayes, motion carried.

Custer made a motion to approve 6/11/18 meeting minutes, seconded by Vogel, all ayes, motion carried. Borland made a motion to approve the payment of the bills, seconded by Ramsey, all ayes, motion carried. Vogel made a motion to approve the May 2018 Clerk Treasurer Report, seconded by Ramsey, all ayes, motion carried.

Custer made a motion to approve Dally Post Saloon Class C Liquor License with Outdoor Service, seconded by Ramsey, all ayes, motion carried.

Borland made a motion to approve The Office Class C Liquor License, seconded by Custer, all ayes, motion carried.

Borland made a motion to approve Resolution 18-26 to Participate in Planning and Development Programs of the Southern Iowa Council of Governments, seconded by Custer, all ayes, motion carried.

Borland made a motion to approve Resolution 18-27 Transfer of Library Special Funds to Investment CD in the amount of $15,000, seconded by Ramsey, all ayes, motion carried.

Vogel made a motion to approve Resolution 18-28 Transfer of Legion Proceeds to Investment Money Market in the amount of $37,468, seconded by Custer, all ayes, motion carried.

Borland made a motion to approve Resolution 18-29 Employee Wages for 2018/2019 FY, seconded by Custer, all ayes, motion carried.

Custer made a motion to approve Resolution 18-30 to set the date and time of July 9th at 5:45 P.M. for the purpose of receiving an update on the status of the Wastewater Treatment Plant Improvements Project funded by the Community Development Block Grant, seconded by Borland, all ayes, motion carried.

Borland made a motion to approve the lease with John Deere Financial for tractor at golf course, seconded by Ramsey, all ayes, Custer abstained, motion carried.

Vogel made a motion to approve 28E Agreement with Lenox Community School District and Lenox Municipal Utilities, seconded by Borland, all ayes, motion carried.

Borland made a motion to approve the hire of Ethan Dalton for the Shared Employee Program, seconded by Ramsey, all ayes, motion carried.

Custer made a motion to approve 1st reading of Ordinance 378 Amending Parking Regulations, seconded by Borland.

Borland made a motion to approve 1st reading of Ordinance 379 Amending Parking and Storage of Vehicles, seconded by Custer, all ayes, motion carried.

Custer made a motion to approve 1st reading of Ordinance 380 Amending Height of Grass, seconded by Borland, all ayes, motion carried.

Custer made a motion to approve 1st reading of Ordinance 381 Amending Sidewalk Regulations, seconded by Ramsey, all ayes, motion carried.

Borland made a motion to approve the re-appointment of Connie Sawyer to Library Board for a term of 6 years, ending July 2024, seconded by Custer, all ayes, motion carried.

Custer made a motion to approve Becky Donaldson to Library Board for a term of 6 years, ending July 2024, seconded by Borland, all ayes, motion carried.

Ramsey made a motion to approve Change Order #1 for Storm Water Runoff Project to extend the deadline of the project from June 28th to July 6th, seconded by Borland, all ayes, motion carried.

Borland reported on the Library Board. The Library is currently looking at a new desk at the library funded by donations.

Custer moved to adjourn the meeting, Vogel seconded, all ayes, motion carried. Meeting adjourned at 6:03 P.M.
