City Council Special Meeting Minutes

April 25, 2018 · 5:30 p.m. · City Hall

A special meeting of the Lenox City Council was called to order by City Clerk, Dawne Bowman on April 25, 2018 at 5:30 p.m. at City Hall with the following council members answering roll call: Ramsey, Vogel, Borland and Custer; Bowman was absent. Due to the absence of Mayor Douglas and Mayor Pro Tem, Bowman, Borland made a motion to appoint Custer as Presiding Officer, seconded by Vogel, all aye, motion carried. Staff present was City Administrator, Allison Kitzman and City Clerk, Dawne Bowman. Other visitors were Deb Tillman, Deputy Couch and Colleen Larimer.

Borland made a motion to approve the agenda, seconded by Vogel, all ayes, motion carried.

Ramsey made a motion to approve 4/9/18 meeting minutes, seconded by Borland, all ayes, motion carried. Vogel made a motion to approve the payment of the bills, seconded by Borland, all ayes, motion carried.

Deb Tillman, with Lenox Neighborhood Center discussed the Host Agency Application for Senior Community Service Employment Program, which is designed to assist the elderly meeting certain income guidelines, into the workforce, under supervision. Vogel made a motion to approve moving forward with the Host Agency Application for Senior Community Service Employment Program, seconded by Ramsey, all ayes, motion carried.

Deputy Couch was present to report for the Sheriff's Department. Custer and Borland brought up concerns of deputies not visible to residence in the evenings and week-ends. Couch would relay these concerns on to the department.

A discussion was held on Building and Grounds Sharing Proposal (28E Agreement) with Lenox School. Lenox Municipal Utilities is interested in moving forward with this program as well. Kitzman reminded everyone that this would be a City employee, with all wages and benefits to be paid by the City. Custer made a motion to approve Building and Grounds Sharing Proposal (28E Agreement) with Lenox School, seconded by Borland, all ayes, motion carried.

Vogel made a motion to approve IEDA Community Catalyst and Remediation Grant Contract, seconded by Ramsey, all ayes, motion carried.

Ramsey made a motion to approve Casey's General Store #2834 Liquor License #BC0029465 Refund in the amount of $37.50, seconded by Borland, all ayes, motion carried.

Vogel made a motion to approve Snyder and Associates Final Design and Construction Service Contract for Stormwater Runoff Project, seconded by Ramsey, all ayes, motion carried.

Borland made a motion to approve Change Order #1 for Lenox Neighborhood Center Building Addition, seconded by Ramsey, all ayes, motion carried.

Custer approved Resolution 18-19 setting Public Hearing for Budget Amendment FY17-18 for May 14, 2018 at 5:45 PM, seconded by Ramsey, all ayes, motion carried.

Vogel made a motion to approve Pay Request #1 to Bluffs Paving and Utility Co. for Walking Trail Project in the amount of $2,182.78, seconded by Custer, all ayes, motion carried.

Borland moved to adjourn the meeting, Custer seconded, all ayes, motion carried. Meeting adjourned at 6:15 P.M.
