CITY OF LENOX

A regular meeting of the Lenox City Council was called to order by Mayor Douglas on September 11, 2017 at 5:30 p.m. at City Hall with the following council members answering roll call: Bowman, Adams, Vogel, Borland and Custer. Staff present included City Administrator, Allison Kitzman and City Clerk, Dawne Bowman. Other visitors were Coleen Larimer, Deputy Pafford, Paul Maynes, Bill Henderson, Karen Zabel, Ed Douglas and Nancy Connelly.

Custer made a motion to approve the agenda, seconded by Bowman, all aye, motion carried. Adams made a motion to approve 8/28/17 meeting minutes, seconded by Borland all aye, motion carried. Vogel made a motion to approve the payment of the bills, seconded by Custer, all ayes, motion carried. Vogel made a motion to approve August 2017 Clerk Treasurer Report, seconded by Borland, motion carried.

Discussion was held on the Walking Trail project. Kitzman discussed the decisions that needed to be made, such as reject all bids or accept bids and move forward. The project has to be let by October 2018 regardless of what is decided. Kitzman went on to mention that the City does not have funding for the current bid, as there was a $90,000 deficit. Bowman and Custer discussed DOT involvement and do not want to hinder future projects or grants if the City does not go through with the project. Vogel would like to have more time to get funding, such as TAP funds and more donations. Adams stated that bids would most likely be inflated next time around, so we need to be prepared for that. Karen Zabel questioned where the money was coming from and who was responsible for the deficit? Vogel made a motion to reject all bids, seconded by Borland. Roll call votes, all ayes, motion carried. The Council added that depending on the cost estimate of the project from the engineer, additional TAP funds may need to be requested, pending all other funds have been raised.

Bowman made a motion to approve 2nd Reading Ordinance 376- adding new chapter to address On- Site Storage Containers, seconded by Vogel. Roll call votes, Custer and Adams- nay, Borland, Vogel and Bowman- aye, motion carried.

Custer made a motion to approve 1st Reading Ordinance 377 Amending Sewer Service Charges, seconded by Bowman, all aye, motion carried.

Borland approved Special Events Permit for Homecoming Parade, seconded by Adams, all aye, motion carried.

Vogel approved Special Events Permit for Methodist Church picnic, seconded by Bowman, all aye, motion carried.

Custer made a motion to approve Resolution 17- 25, Tax Abatement for 701 North Brooks, seconded by Adams, all aye, motion carried.

Deputy Pafford reported for the Sheriff's Department.

Nancy Connelly was present to introduce herself as the trailer park manager, recently changed to Trelos Country Estates and to answer any questions from the Council. Connelly stated there are big plans for the park and a copy of the rules and regulations were provided to each council member and all the tenants would be receiving them after the council meeting.

Adams moved to adjourn the meeting, Vogel seconded, all ayes, motion carried. Meeting adjourned at 6:05 P.M.
