CITY COUNCIL REGULAR MEETING MINUTES
August 14, 2017 - 5:30 p.m. - City Hall
A regular meeting of the Lenox City Council was called to order by Mayor Douglas on August 14, 2017 at 5:30 p.m. at City Hall with the following council members answering roll call: Adams, Vogel and Bowman; Borland and Custer absent. Staff present included City Administrator, Allison Kitzman, City Clerk, Dawne Bowman, Public Works, Quentin Dalton and City Attorney, Andrew Zimmerman. Other visitors were Coleen Larimer, Dave Sturm, Deputy Pafford, Jeremy Rounds and Joel Lamb.
Bowman made a motion to approve the agenda, seconded by Adams, all aye, motion carried. Vogel made a motion to approve 7/24/17 meeting minutes, seconded by Bowman all aye, motion carried. Vogel made a motion to approve the payment of the bills, seconded by Adams, all ayes, motion carried. Adams made a motion to approve June 2017 Clerk Treasurer Report, seconded by Vogel, all aye, motion carried.
There was a discussion held on the possibility of No Parking on Michigan and Ohio, as there are a lot of vehicles parked on the streets, making it difficult around the area of Brooks St. Bowman stated the concern of increased speeds on those streets if all the vehicles were not allowed to park on the streets. Adams would like a full council prior to making any decisions on this topic; however mentioned that since the last meeting, the parking has not been an issue. This will be on the next agenda.
Discussed trailers and boats parked on the streets. Concerns were directed at Deputy Pafford, who claimed that he had tagged a few of them about a month ago, giving the owners 48 hours to move the vehicle; however, there was no follow up and the vehicles have not moved. Pafford is seeking Parking Ticket books for Lenox. This will be on the next agenda.
Ordinance 376 Pertaining to On- site Storage Containers was not discussed, as there was not a majority of councilpersons present. This will be on the next agenda.
Zimmerman discussed the progress at the trailer park. The report from the inspection has been provided to Sean Rodgers, the owner, noting deficiencies of each trailer. At this time, Rodgers has 20 days to notify Kitzman of the plan for renovation of demolition and a time frame for completion. If agreed on, a Settlement Agreement will be signed between the City of Lenox and Rodgers. It this is violated, then the City may proceed with infraction procedures.
Dave Sturm with Snyder and Associates was present to discuss the Wastewater Treatment Plant project. The cost of this project is estimated at $2.55 million and the bid date is set for 9/20/17. Bowman made a motion to approve Resolution 17- 23 Authorizing Bids for Wastewater Treatment Plant, seconded by Adams, all aye, motion carried.
At 6:00 PM, Vogel motioned to go into recess awaiting the arrival of Jeremy Rounds, seconded by Adams. At 6:05 PM, Jeremy Rounds and Joel Lamb with SICOG entered the meeting. Bowman motioned to open meeting, seconded by Adams.
Rounds discussed the CDBG grant for Precious People Preschool, in which all necessary paperwork will pass through the City. Adams made a motion to approve CDBG Administration Contract between the City of Lenox and SICOG, seconded by Bowman, all aye, motion carried.
Vogel made a motion to approve CDBG Program, Papers and Civil Rights Clauses, seconded by Bowman, all aye, motion carried.
Adams moved to adjourn the meeting, Vogel seconded, all ayes, motion carried. Meeting adjourned at 6:15 P.M.
