CITY COUNCIL REGULAR MEETING MINUTES

April 10, 2017 - 5:30 p.m. - City Hall

A regular meeting of the Lenox City Council was called to order by Mayor Douglas on April 10, 2017 at 5:30 p.m. at City Hall with the following council members answering roll call: Bowman, Adams, Vogel, Borland, and Custer. Staff present included City Administrator, Allison Kitzman, City Clerk, Dawne Bowman and City Attorney, Andrew Zimmerman. Other visitors were Deputy Lynn, Coleen Larimer, Rob Lundquist and Dave Sturm.

Bowman made a motion to approve the agenda, seconded by Custer, all aye, motion carried. Adams made a motion to approve 3/27/17 meeting minutes, seconded by Vogel all aye, motion carried. Vogel made a motion to approve the payment of the bills, seconded by Adams, all aye, motion carried. Adams made a motion to approve March 2017 Clerk Treasurer Report, seconded by Custer, all aye, motion carried.

Deputy Lynn reported for the Sheriff's Department. There are 5 applicants for the deputy position.

Rob Lundquist was present to discuss the expansion of the Neighborhood Center building. Custer made a motion to approve Snyder and Associates Professional Service Agreement for the building expansion in amount of $6,000, seconded by Borland, all aye, motion carried.

Adams made a motion to approve Resolution 17- 11 USDA grant application for Neighborhood Center, seconded by Borland. Roll call votes, all ayes- motion carried.

Dave Sturm with Snyder and Associates was present to discuss the Walking Trail project. Adams made a motion to approve final plans for the Walking Trail, seconded by Custer, all aye, motion carried.

At 5:45 PM a Public Hearing was held for the purpose of a Budget Amendment. There were no comments from the public. At 5:46 Custer made a motion to close the Public Hearing, seconded by Bowman, all aye, motion carried.

Bowman made a motion to approve Resolution 17- 09 Amending the City Budget, seconded by Borland, all aye, motion carried.

Borland made a motion to approve management agreement with Lenox Youth Sports Club for the Sports Complex concession stand for $300 per year, seconded by Bowman, all aye, motion carried.

Adams made a motion to approve Resolution 17- 10 Appointing Gronewold, Bell, Kyhn & Co for FY 16- 17 audit, seconded by Vogel, all aye, motion carried.

Bowman made a motion to approve advertising for mowing position at the Sports Complex for the 2017 season at $10 per hour, seconded by Adams, all aye, motion carried. Custer stressed the importance of regular weed eating being done.

Custer made a motion to approve advertising for spraying position at the Sports Complex for the 2017 season, seconded by Borland, all aye, motion carried.

Zimmerman discussed current nuisance procedures and presented the council with information on a housing code, which could be adopted as a tool to maintain proper safety and health concerns of rental properties. Mayor Douglas suggested the council read the information and bring opinions and ideas back to the next meeting. In the meantime, Zimmerman has received affidavits and pictures of the properties at 601 South Walnut and will be sending letters to all parties involved in the nuisance.

Adams moved to adjourn the meeting, Custer seconded, all ayes, motion carried. Meeting adjourned at 6:22 P.M.
