CITY COUNCIL REGULAR MEETING MINUTES

November 14, 2016 - 5:30 p.m. - City Hall

A regular meeting of the Lenox City Council was called to order by Mayor Douglas on November 14, 2016 at 5:30 p.m. at City Hall with the following council members answering roll call: Vogel, Adams, Bowman, and Borland. Absent council members were: Custer. Staff present included City Administrator, Allison Kitzman, City Attorney, James Varley. Other visitors were Ben French.

Vogel made a motion to approve the agenda, seconded by Adams, all aye, motion carried. Adams made a motion to approve 10/24/16 meeting minutes, seconded by Bowman, all aye, motion carried. Vogel made a motion to approve the payment of the bills, seconded by Bowman, all aye, motion carried. Vogel made a motion to approve October 2016 Clerk Treasurer Report, seconded by Adams, all aye, motion carried.

Bowman made a motion to approve Resolution 16- 26 Wage Increase seconded by Borland, all aye, motion carried.

Vogel made a motion to approve 2016- 2017 Annual Financial Report for publishing seconded by Bowman, all aye, motion carried.

Bowman made a motion to approve 2016- 2017 Annual Urban Renewal Report seconded by Borland, all aye, motion carried.

Kitzman and personnel committee met to make necessary changes to the employee handbook. A copy of the changes was provided in council packets. Bowman made a motion to approve changes to the employee handbook seconded by Adams, all aye, motion carried.

Adams made a motion to approve Resolution 16- 27 Lenox Municipal Utility Budget for 2017 seconded by Borland, all aye, motion carried.

Borland made a motion to approve Liquor License for Lenox Hardware Sweet Side, seconded by Bowman, all aye, motion carried.

Vogel made a motion to approve Liquor License for Lenox Hardware, seconded by Borland, all aye, motion carried.

Kitzman discussed there was an estimate from Lange Construction for depot repairs from water damage that occurred last month. This estimate was already approved by a majority of the council. The estimate was in the amount of $3,950 to reinstall floors, trim, and set toilets. This project was time sensitive due to the decorating of the Christmas trees in the Depot. Adams made a motion to approve the estimate from Lange Construction for Depot repairs, seconded by Borland, all aye, motion carried.

The City of Lenox is currently accepting pre- applications for the housing rehabilitation program. Kitzman stated the pre- applications are available on the website, email, or City Hall. Currently, only 3 applications have been returned. We need around 30 applications to qualify for the grant.Deadline for pre- applications are November 25th. Kitzman sent out applications to all that applied last year.

Kitzman informed the council that the City currently has a disc mower that is approximately 14 years old. One of the guys was mowing with it and hit a culvert. The mower was taken to AgriVision and turned into insurance. The insurance company issued a check in the amount of $6,498.39 per AgriVision's estimate to repair it. The City has three options now: repair mower, sell mower and purchase a new one, or trade mower in and purchase a new mower. There are 2 different estimates for repairs. First estimate is in the amount of $5,650.13 and that is if all the gear bars are not damaged when they start to take the mower apart. The second estimate is in the amount of $6,748.38 and this is to repair the mower if the gear bars are damaged. AgriVision then provided an estimate for a new disc mower in the amount of $11,500. AgriVision has agreed to give $500 for a trade. This would leave a balance of $4,501.61 for a new one. Kitzman suggests using LOST funds for this balance if a new one is purchased. Vogel stated he wants the subject tabled until Custer is present to give more information. It was agreed to add this subject back to the agenda for next meeting.

Adams moved to adjourn the meeting, Vogel seconded, all ayes, motion carried. Meeting adjourned at 6:00 P.M.
