CITY COUNCIL REGULAR MEETING MINUTES
September 26, 2016 - 5:30 p.m. - City Hall
A regular meeting of the Lenox City Council was called to order by Mayor Douglas on September 26, 2016 at 5:30 p.m. at City Hall with the following council members answering roll call: Bowman, Adams, Vogel, Borland and Custer. Staff present included City Administrator, Allison Kitzman and City Clerk, Dawne Bowman, Public Works, Ryan Brown and City Attorney, James Varley. Other visitors were Ben French and Deputy Pafford.
Bowman made a motion to approve the agenda, seconded by Custer, all aye, motion carried. Adams made a motion to approve 9/12/16 meeting minutes, seconded by Vogel, all aye, motion carried. Vogel made a motion to approve the payment of the bills, seconded by Custer, all aye, motion carried. Custer made a motion to approve August 2016 Clerk Treasurer Report, seconded by Adams, all aye, motion carried.
Adams approved 2nd Reading of Ordinance 370 amending sewer service charge to $20.00 for Residential, $30.00 for Non- Residential, and $6.00 per 1,000 gallons water used. This motion was seconded by Custer, all aye, motion carried.
Kitzman discussed Capital Improvement Plans for the City of Lenox. The City received 2 quotes for these plans, DCI Group for $22,500 and ISG for $25,500. Both companies have attended council meetings and presented their proposals to the Council. Custer appreciated the time that DCI Group has spent in town, as they have looked at all the city- owned buildings, while Adams added that ISG employs a former City Administrator, which is beneficial to the City. Bowman discussed his concern of ISG wanting to get involved in many aspects of the City that may be unnecessary; however, they have worked with smaller communities and understand the funds of a small city. Vogel liked the presentation given by ISG. It was the consensus of the Council that either group would give the City what they needed as far as a building plan. Custer made a motion to approve the Capital Improvement Plan with DCI Group in amount of $22,500 seconded by Adams. Roll call votes - all ayes, motion carried.
Borland made a motion to approve J&N Stephens, LLC to place tin the south wall of City Hall in the amount of $12,800, seconded by Vogel, all aye, motion carried. It is the decision of the Council to put a darker tin on the wall, rather than white and remove the windows, which was in the original estimate.
Adams moved to adjourn the meeting, Custer seconded, all ayes, motion carried. Meeting adjourned at 6:00 P.M.
