CITY OF LENOX

A regular meeting of the Lenox City Council was called to order by Mayor Douglas on July 11, 2016 at 5:30 p.m. at City Hall with the following council members answering roll call: Bowman, Adams, Vogel, Borland and Custer. Staff present included City Administrator, Allison Kitzman, City Clerk, Dawne Bowman and City Attorney, James Varley. Other visitors were Tim Ostroski, Shari Burger, Ben French and Deputy Pafford.

Adams made a motion to approve the agenda, seconded by Bowman, all aye, motion carried. Adams made a motion to approve 6/27/16 meeting minutes with correction on Resolution 16- 23, seconded by Borland, all aye, motion carried. Vogel made a motion to approve the payment of the bills, seconded by Custer all aye, motion carried.

Tim Ostroski with SICOG was present to discuss the CDBG grant for the Wastewater Treatment Plant. Adams made a motion to approve CDBG Administrative Contract in amount of $22,000 seconded by Borland, all aye, motion carried.

Ostroski also discussed the policies related to the contract, which will be on the next agenda.

Bowman made a motion to approve Environmental Review for the Wastewater Treatment Plant seconded by Custer, all aye, motion carried.

Adams made a motion to approve Resolution 16- 24 to Participate in Planning and Development Programs with SICOG for FY 16- 17, seconded by Bowman, all aye, motion carried.

Clint Curtis was present to answer any questions regarding the Lenox Rodeo street dance to be held on Main Street on July 23, 2016 in conjunction with the Dally Post. Borland questioned the fencing material being used. Custer made a motion to approve Special Events Permit for Dally Post and Stock and Saddle Club seconded by Borland, all aye, motion carried.

Borland made a motion to approve Liquor License for The Office, seconded by Custer, all aye, motion carried.

Kitzman discussed the trees at Dalton Ag and has confirmed that they will be taken care of this fall. The type of trees and the size of the trees were in question among council members. A copy of the original contract will be located to check on specifications.

Adams made a motion to approve the recommendation of the Planning and Zoning Board to deny the request of re- zoning the location of Precious People Preschool from residential to business, seconded by Bowman. Roll call votes, all ayes, motion carried.

Borland made a motion to approve Special Events Permit for the Lenox Rodeo Parade on 7/20/16, seconded by Vogel, all aye, motion carried.

Resolutions 16- 17 and 16- 18 were not passed, due to the owner withdrawing the application for the Tax Abatements at 201 North Main and 114 South Main.

Adams discussed the Stop signs recently erected on Kansas Street. It was reported that the people living in the neighborhood would like Yield signs to replace the Stop signs. Bowman suggested leaving the signs at this time and possibly re- evaluate the situation in a year; however, Borland suggested re- evaluating in 6- 9 months. It was then recommended that a Deputy install the speed trailer to monitor the traffic in that area. Deputy Pafford offered to sit in the area for periods of time to check the flow and speed of the traffic. It was then recommended by Kitzman that the City should not be utilizing our officers for duties such as this, while Douglas added that enough time has been spent on this corner and to move on. It was the consensus of the Council to leave the Stop signs as they are.

There was nothing new on the repairs to City Hall.

Deputy Pafford reported for the Sheriff's Department.

Adams moved to adjourn the meeting, Custer seconded, all ayes, motion carried. Meeting adjourned at 6:30 P.M.
