CITY OF LENOX

A regular meeting of the Lenox City Council was called to order by Mayor Pro- Tem Bowman on May 9, 2016 at 5:30 p.m. at City Hall with the following council members answering roll call: Bowman, Adams, Vogel, Custer and Borland. Staff present included City Administrator, Allison Kitzman, City Clerk, Dawne Bowman and City Attorney, James Varley. Other visitors were Ben French, Deputy Pafford, Donna Smithson, Cindy and Hannah Swaney, Cody Adams and Paul Maynes.

Adams made a motion to approve the agenda, seconded by Custer, all aye, motion carried. Custer made a motion to approve 4/25/16 meeting minutes, seconded by Vogel, all aye, motion carried. Borland made a motion to approve 5/2/16 special meeting minutes, seconded by Custer, all aye, motion carried. Vogel made a motion to approve the payment of the bills, seconded by Adams, all aye, motion carried. Adams made a motion to approve April 2016 Clerk Treasurer Report, seconded by Vogel, all aye, motion carried.

Donna Smithson with the Lenox American Legion Auxiliary was present to discuss the history of the poppy, along with Cindy and Hannah Swaney. After their presentation, poppies were given to everyone in attendance of the council meeting.

Cody Adams presented the Council with a proposal for transitioning the Sports Complex over to the City. His proposal included a variety of maintenance issues, such as spraying/fertilizing the field, maintaining fencing, upkeep and repairs to concession stand, storage shed, and restrooms, any re- seeding that needs done, and winterizing and de- winterizing the buildings. He would also like the City to be in control of funds for the concession stand and utilize those funds for maintenance expenses that are not budgeted for. Adams stated that the Sports Complex is too large to be taken care of by volunteers and would like to see it be included in the Park/Pol Board within the City. Borland question the revenue of the concession stand maintaining the expenses needed and if they would still be interested in fund raising for some items. Custer added that concession funds need to offset any maintenance costs to the City. Adams idea for the future is to spend all their donated funds then dissolve and allow the City to take it over. This will be presented to the Park/Pool Board and be on the next agenda.

There was a discussion held on City Hall repairs. Paul Maynes was present to discuss the potential Lenox Tire Center building/s, as a location for the shop area for Public Works. He included some amenities within those buildings and added that it would allow for all City items to be kept in one area and the importance to think of 10 or 20 years down the road, rather than 3 or 5 years. Maynes stated that he is willing to work with City on whatever is needed, including the removal of the current building if that is what is decided. He also commented on the current condition of the building, stating that safety issues are being overlooked. Adams informed Maynes that an Engineer had been hired by the City and the building is structurally sound; however, there are some repairs to the trusses that need done. Bowman discussed the proposed Town Hall meeting scheduled for June 1st, while Custer mentioned having an "agreed upon" price available at that meeting to share with the public.

Custer made a motion to approve pay estimate #4 to CL Carroll in the amount of $1,690, seconded by Adams, all aye motion carried.

Administrator, Kitzman discussed asbestos testing for City Hall, as she has been in contact with Iowa Environmental, a company that will test various places within the building and report back to the City with the findings. Vogel made a motion to approve Iowa Environmental for asbestos testing in the amount of $1,200, seconded by Borland, all aye motion carried.

Custer made a motion to approve May 23, 2016 at 5:45 PM for Public Hearing for the FY15- 16 Budget Amendment, seconded by Adams, all aye, motion carried.

Adams made a motion to approve Kara Henrichs and Regan Tullberg as Co- Managers for the 2016 Pool season at a wage of $8.25 per hour, seconded by Borland, all aye, motion carried.

Deputy Pafford reported for the Sheriff's Department, discussing the possibility of road closures for parking during the rodeo in July.

Adams moved to adjourn the meeting, Custer seconded, all ayes, motion carried. Meeting adjourned at 6:45 P.M.
