CITY COUNCIL REGULAR MEETING MINUTES

March 9, 2026 5:30 p.m. City Hall

A regular meeting of the Lenox City Council was called to order by Mayor Douglas on March 9, 2026 at 5:30 p.m. at City Hall with the following council members answering roll call: Huffman, Tull, Hodges, Beck; Peterson was absent. Staff present was City Administrator, Allison Kitzman and City Clerk, Dawne Bowman. Visitors at the meeting were Colleen Larimer and Deputy Peterson.

Hodges made a motion to approve the agenda, seconded by Tull, all ayes, motion carried. Tull made a motion to approve 2/23/26 regular meeting minutes, seconded by Huffman, all ayes, motion carried. Hodges made a motion to approve payment of the bills, seconded by Huffman, all ayes, motion carried. Tull made a motion to approve February 2026 Clerk Treasurer Report, seconded by Hodges, all ayes, motion carried.

Hodges made a motion to approve Resolution 26-06 Tax Abatement for 1017 Westwind Drive, seconded by Huffman, all ayes, motion carried.

Tull made a motion to approve Special Event Permit Application for Taylor County Pony Express on April 3, 2026 seconded by Hodges, all ayes, motion carried.

Hodges approved the selling of Neighborhood Center Trailer by sealed bids, seconded by Huffman, all ayes, motion carried. This is for a 2016 H & H, 6'x12 Enclosed Trailer with a minimum bid of $2,600. Bids are due by 3 PM on 4/13/26 and will be awarded at the council meeting on 4/13/26.

Kitzman discussed the Pool Project. After plans were sent to the state for approval, the City was informed that the bathhouse was out of compliance per occupancy. Bathhouse fixtures shall be provided based on the facility occupancy load. The new facility patron load is 246 but the bathhouse facilities patron count is limited to 100. A waiver was submitted to the state to propose the city self-limit the facility to the maximum patron count of 100. This waiver is still in review at the state. If the waiver is approved, the project will be ready to take out to bids. Discussions were held on whether the city wants to open this year even if a contractor would want to start as soon as possible. It was the consensus of the council for the pool to be open for the 2026 season; therefore, contractors will begin work at the end of the season. There was discussion of a shortened season by a few weeks or even closing the baby pool, depending on the contractors.

Hodges made a motion to approve advertising for Pool Manager through the end of April, seconded by Tull, all ayes, motion carried.

Tull made a motion to approve Engineering Agreement for Cemetery Road Project with Snyder & Associates in the amount of $61,250, seconded by Huffman, all ayes, motion carried. This will be to pave the driveway going through North Fairview Cemetery and will be done through the Ann Coulter Trust.

Tull made a motion to approve Café Sign, LLC Class C Retail Alcohol License Renewal, seconded by Hodges, all ayes, motion carried.

Hodges made a motion to approve Caffe Sign, LLC Class C Retail Alcohol License Temporary Transfer to the Community Center for March 21, 2026, seconded by Huffman, all ayes, motion carried.

Deputy Peterson discussed law enforcement stats for February.

Tull motioned to adjourn the meeting, Hodges seconded, all ayes, motion carried. Meeting adjourned at 6:00 PM.
